Crowley was an English Quaker merchant of London who attempted to avert war by advocating for a “federal” parliament to be elected from all dominions throughout the Empire. He was involved in a public debate with Franklin in October of 1768 over the dire prospects for the colonies should resistance to Parliament be maintained.
