Moir was likely born in Scotland about 1740. He was largely self taught but later appears to have acquired a masters in literature sometime around 1777. In 1784 he was ordained in the clergy and served as vicar of All Saints, Nazeing in Essex from 1808 until his death. He published various pieces entitled Gleanings in 1785. He was one of many critics of Richard Price and preached obedience to legal authority.
