Mortimer was a prolific writer on economics and public finance who opposed increasing taxes domestically or imposing taxes on the colonies, contending that current public provision was sufficient to meet the needs of the national debt incurred in the Seven Years War. He was known to be a close friend of the radical John Wilkes.
