Leeds was born to an old aristocratic line but initially desired to enter politics by standing for Eye and later Helston in Parliament. After losing reelection, he entered the House of Lords in 1777. In 1783 he became Secretary of State for Foreign Affairs under Pitt the Younger, but his disdain for America so annoyed Adams and Jefferson during their appointments to Paris that he became a liability in the negotiations with America, leading to his rejection by Pitt.
