Born to Scottish gentry, Johnstone began as a naval officer and was later appointed by Lord Bute to be the governor of West Florida not long after the Seven Years War. Conflict with his superiors prompted his return to England. He was conciliatory to the Americans but his financial dealings were questionable. He eventually became a director for the East India Company.
