William Bollan, born and educated in England, was hired to serve as colonial agent for Massachusetts from about 1746 to 1762.

William Bollan was initially supportive of Parliament’s supremacy, he changed his opinion after his relationships to Governors Bernard and Hutchinson deteriorated. He came eventually to defend Old Whig ideas in favor of free speech, opposed standing armies, and finally endorsed limiting all legislatures within the empire to their localities, including Parliament.
