Volume II is primarily devoted to his speeches and letters from 1791 through 1807. These documents offer an intimate, detailed view of congressional debates, foreign policy disputes, and the political tensions of the Washington, Adams, and early Jefferson administrations. The letters—addressed to leading figures such as Thomas Dwight, George Cabot, Christopher Gore, and Alexander Hamilton—capture Ames’s reflections on constitutional interpretation, fiscal policy, relations with Britain and France, party conflict, and the challenges facing the young republic.
