Henry Parker

Henry Parker (1604-1652) was trained as a lawyer and became one of the leading pamphleteers on the side of Parliament during the Civil War. He favoured the idea of popular consent as the foundation of political sovereignty, a bicameral parliament, and strict limits on the power of the King.
