Bowring was a contributor to the Westminster Review, a supporter of free trade and parliamentary reform, a member of parliament (1835), the executor of Jeremy Bentham’s estate and editor of his collected works, British Consul to Canton (1849) and then Governor of Hong Kong (1854).
