Appendix B

List of Published Extracts from Mill’s Indian Despatches

mill kept a manuscript list of his published writings1 in which he included entries for those portions of his Indian Despatches that were made public in official documents. Mill himself had no role in their publication, and they appeared not because he was the author (the despatches were of course official East India Company documents, not issued as his), but because the company, individuals, or the government had a special interest in the matters covered.2 In Appendix A above, the complete list of Mill’s despatches, there is indication of those that were in part published; however, because he kept the list of his published writings, it is appropriate to make the record complete up to the time of his death.3

In the list below, the items are arranged according to the order of their publication. The entries are numbered serially: each includes the number assigned to the full despatch in Appendix A,4 and the publication data, followed by the entry in Mill’s list of his published writings (signalled by “JSM”). In many cases these entries were grouped by Mill under a general heading: to avoid annoying repetition, this heading is given only for the first such entry, and subsequent entries under it have the notation “General heading in No. 00 above” followed by the specific wording for the separate entries. There are a few mistakes in the original list, which exists only in a scribal copy,5 and in MacMinn’s transcription of it, as well as in MacMinn’s identification of the published sources: these have been corrected, and instances of the former two are described in footnotes.6 In the volumes of Parliamentary Papers there are normally two sets of page numbers, one printed, reflecting the pagination of the parts when first separately published, the second, inked, giving the pagination of the gathered volume: we have used here, as throughout Collected Works, the inked numbers; Mill used the former (as he was referring to the separate Blue Books), while MacMinn used a mixture of the two, so our page numbers often differ from theirs. In a few cases, material was called for more than once in different circumstances: we have given entries for all printings, with cross-references.
