During the debate Mr. Lockhart complained that ministers, wishing to gloss over agricultural distress, had purposely delayed the report of the Agricultural Committee.

Mr. Ricardo thought it right to say, in justice to his Majesty’s ministers, and to the agricultural committee, that the charges made against them were not well-founded. (Hear, hear.) No unnecessary delay had taken place in the formation of the report of that committee. (Hear.) The delay had arisen entirely from the peculiar nature of the subject, and could not be attributed to any want of diligence on the part of the members of the committee. (Hear, hear.) He expected and believed that the report would be made before the prorogation of parliament.2 (Hear.)
