The two following Accounts are subjoined in order to illustrate and confirm what is saidain the Fifth Chapter of the Fourth Booka , concerning the Tonnage bounty to the White Herring Fishery. The Reader, I believe, may depend upon the accuracy of both Accounts.

An Account of Busses fitted out in Scotland for Eleven Years, with the Number of Empty Barrels carried out, and the Number of Barrels of Herrings caught; also the Bounty at a Medium on each Barrel of Seasteeks, and on each Barrel when fully packed.

Though the loss of duties upon herrings exported cannot, perhaps, properly be considered as bounty; that upon herrings entered for home consumption certainly may.

[1 ]Smith’s information is almost certainly derived from the Scottish Customs records. No exactly parallel documentation has been traced in the surviving records in the Scottish Record Office, though it might be possible to calculate most of the information in the account of the herring bounty from the Customs Cash Accounts (SRO/E/502), which give payments of bounties to vessels engaged in the herring fishery, 1752–96, and from the supporting detailed vouchers (SRO/E/508), which give particulars of vessels, crews and catches.

The Third Report from the Committee appointed to enquire into the State of the British Fisheries, 1785, reproduced in Journal of the House of Commons (First Series), x, 18, gives the account of the herring bounty paid as follows:

The Third Report, 113, reproduces Smith’s account of the herring bounty with a few minor variations, and excludes the number of empty barrels carried out and the bounty paid, the latter having, of course, been given earlier. The information on the bounties paid is stated in the Third Report (p. 58) to have been taken at Customs House, Edinburgh, 13 December 1784 and is signed by Cathcart Boyd, Examiner of Salt and Fishery Accounts. It is a reasonable assumption that Smith was supplied with similar information from the same source for the third edition of the WN. John Knox probably derived his information in the same way for A View of the British Empire (London, 1785), 233, which gives an account of the number of busses and barrels taken which is identical with those in the Third Report. Knox states that the information was ‘extracted from the Customs House Books in Edinburgh, 1750–1783’.

[1 ]The collation excludes successive modifications of the titles in 1–6 and of Smith’s own Table of Contents, but does represent the editors’ necessary revision of chapter and section headings within text to bring these into conformity with the Contents as finally arranged for 3. Also excluded are the volume caption headings for the three volumes of 3 (here beginning on pages 1, 330, 663) and all references originally appearing on or below the direction lines. Shoulder–notes have been transferred, in summary form, to the running–title line, abbreviated headings extended but terminal periods removed, paragraph numbers supplied in left margins, small capitals at the beginning of each paragraph reduced to lower case, reiterated quotation marks deleted, and long ‘s’, digraphs and ligatures generally converted to modern style.
